About the Community Action Partnership

Welcome to the Community Action Partnership of San Luis Obispo County, Inc. (“CAPSLO”), formerly known as the Economic Opportunity Commission (“EOC”). Community Action Partnershipis a non-profit, private corporation founded in 1965, serving the needs of the economically disadvantaged in San Luis Obispo County. In addition, we are now providing services in nine other counties, including Orange, Ventura, Santa Barbara, Fresno, Kern, Monterey, San Benito, San Joaquin and Santa Cruz.

The Community Action Partnership offers various services through programs such as Head Start, Early Head Start, Migrant Seasonal Head Start, State Migrant Child Care, General Child Care, State Preschool, Health Services, Homeless Services, Energy Conservation, Child Care Resource Connection, Adult Day Services, Family Support Services, Emergency and Community Services programs. All people should have an equal chance in life to achieve economic self-sufficiency and self-determination for themselves and their families.  As a result of increased self-sufficiency, the community and its citizens will reap the benefits of a more productive, responsible and economically viable society.

MISSION STATEMENT

In a commitment to eliminate the causes of poverty, the Community Action Partnership of San Luis Obispo County, Inc., a California nonprofit corporation, aims to empower individuals and families to achieve economic self-sufficiency and self-determination through a comprehensive array of community based programs and actions.

ABOUT THIS HUMAN RESOURCES POLICY MANUAL

This Human Resources Policy Manual (hereinafter referred to as the “Policy Manual”) is provided by the Community Action Partnership so that employees may operate as a good team with the understanding of general Community Action Partnership expectations. This Manual is not to be removed from the workplace without advance approval; you may take this Manual home to read through it, but then please bring it back to keep at work. Please store it at your workstation or at some other on-site location where you will have convenient access to it.

While Community Action Partnership believes in the policies described here, the Policy Manual is not a contract, should not be considered a contract for any purpose, and binds neither employees nor Community Action Partnership, with one exception: employees who are in an at-will status are bound to the entire contents of Section 3.2. of this Policy Manual. Among other things, Section 3.2 provides that the employment of at-will employees may be terminated by the employee or Community Action Partnership at the employee’s own free will or at the will of Community Action Partnership at any time, with or without cause or notice. Community Action Partnershipreserves the right to unilaterally modify, revoke, suspend, terminate, or change any or all such policies, in whole or in part, at any time, with or without prior notice, with the limited exception of Section 3.2 of this Policy Manual regarding at-will status. Community Action Partnership's at-will policy cannot be changed unless in a writing in which the “at-will” status of the particular employee is specifically addressed and signed by both the employee and the Chief Executive Officer of Community Action Partnership. Community Action Partnership will advise employees of material changes to its policies within a reasonable period of time. Details regarding implementation of specific policies are set forth in the Community Action Partnership's Human Resources Policy Manual (hereinafter referred to as the “Policy Manual”). The Policy Manual is available to all employees.

The Spanish translation of this Manual is intended solely as a service and convenience to our employees. It is our hope that the translation will assist in a better understanding of our policies. However, in all situations, the English version will be considered the most authoritative expression of Community Action Partnership policy.

POLICY MANUAL APPROVAL

The Community Action Partnership Human Resources Manual was approved by the Community Action Partnership Board of Directors on February 19, 2010, the Head Start and Early Start Policy Council on February 16, 2010 and the Migrant Seasonal Head Start Policy Council on February 19, 2010.
