Utility Assistance Program

Community Action Partnership operates the Home Energy Assistance Program (HEAP) which is a federally funded program that provides lower-income households assistance with a once a year payment toward their utility bills (gas, electric or propane)

To be eligible for utility assistance, applicants must:

  • be a San Luis Obispo County resident
  • be income eligible
  • provide income documentation for all adult household members during the previous 6 weeks.
  • provide current gas and electric bills (2nd page must show service address)

IN ADDITION

Cal Works/TANF recipients must bring/send CURRENT Notice of Action or Memo from your worker showing amounts received for the month. SSI/SSA recipients must have current benefit letter from Social Security or current bank statement showing direct deposit of funds. Proof of Unemployment Benefits, Disability, Child Support, Alimony, Retirement, etc. MUST BE dated within the last 30 days.


Eligibility is based on household size and gross income. Priority is given to households with small children, the elderly, and the disabled. Household must not exceed the following amounts:
